In early America, poorhouses were constructed by the government to care for orphans, the elderly, and the mentally ill. These houses provided the basic living essentials, like food and shelter, but many were found to have horrible living conditions. Eventually, private companies came to provide board-and-care homes that gave higher-quality care compared to poorhouses.
